Four working groups support the implementation of the JETP Declaration:

– Duties:

a) Synthesize information, proposals, and recommendations related to the implementation of JETP, report to the Secretariat implementing JETP (hereinafter referred to as the Secretariat) for the effective implementation of the Political Declaration establishing a Just Energy Transition Partnership in Viet Nam;

b) Advise the Secretariat to report to competent authorities to resolve and remove difficulties and problems related to the implementation of JETP in Viet Nam for tasks beyond the authority of the Secretariat;

c) Synthesis monthly evaluation reports of the Working Groups supporting the implementation of JETP and periodic reports of the Secretariat to report to the National Steering Committee for the implementation of Viet Nam’s commitments at COP26;

d) Implement the contents related to the General Working Group in the development of the Resource Mobilization Plan (RMP) for the implementation of JETP and monitor and supervise its implementation.

dd) Prepare contents, documents for meetings of the Secretariat; advise on organizing forums for communicate and discussion between ministries, sectors and international partners in the process of implementing JETP; report to the Head of the Secretariat on the operation of the General Working Group and arising issues that need to be resolved and handled according to their competence;

e) Perform other relevant duties as assigned and directed by the Head of the Secretariat implementing the JETP Declaration.

– Duties:
Assist the Leader of the Ministry of Planning and Investment in fulfilling the responsibilities of the Secretariat Deputy Head for the implementation of the JETP Declaration and implement the tasks of the Institutional, Policy and Investment Group in the Prime Minister’s Decision No. 845/QD-TTg dated July 14, 2023 establishing the Secretariat for the implementation of the JETP Declaration, the Prime Minister’s Decision No. 1009/QD-TTg dated August 31, 2023 on approving the Scheme for the implementation of the JETP Declaration, specifically:

a) Coordinate with the Ministry of Natural Resources and Environment and relevant agencies in formulating and implementing the Resource Mobilization Plan for the implementation of the JETP Declaration. Advising in directing and operating, and handling tasks to implement the Resource Mobilization Plan within the scope of functions and duties of the Ministry of Planning and Investment.

b) Mobilize and effectively use funding from partners for Viet Nam’s just energy transition. Identify the need for aid and private investment for just energy transition; mobilize and allocate domestic investment, official development assistance (ODA), concessional loans and non-refundable aid not falling under official development assistance for the implementation of the Scheme implementing JETP Declaration in accordance with regulations on ensuring safety of public debt, national foreign debt.

c) Complete institutions, resolve difficulties and obstacles, reform administrative procedures to facilitate for foreign investors and enterprises to participate in the just energy transition. Summarize information, reports, proposals and recommendations to competent authorities in order to facilitate and resolve difficulties and problems related to institutions, policies and investment for the effective implementation of the JETP Declaration, including requesting relevant ministries, sectors, localities, agencies and organizations to provide relevant information. Integrate the just energy transition into the country’s long- and medium-term programs, strategies, master plans, and plans.

d) Coordinate closely and regularly with the General Working Group, Technology and Energy Group, Finance Group, International Partners Group (IPG), Glasgow Financial Alliance for Net Zero (GFANZ) and other stakeholders to effectively implement the tasks of the Secretariat for the implementation of the JETP Declaration.

e) Organize forums and seminars to discuss with ministries, sectors, localities, the International Partners Group (IPG) and relevant stakeholders; mobilize partners, scientists and consultants in the process of implementing the tasks of the Institutional, Policy and Investment Group.

g) Perform other relevant tasks assigned by the Prime Minister – Head of the COP 26 Steering Committee and by the Secretariat implementing the JETP Declaration.

a) Review and propose the improvement of policies and regulations promoting the implementation of just energy transition.

b) Identify needs, promote, and coordinate technology transfer and technical activities in implementing the JETP Declaration under the guidance of Viet Nam and the International Partners Group implementing just energy transition.

– Duties:
1. Coordinate with the Ministry of Natural Resources and Environment and agencies to develop Resource Mobilization Plan (RMP) to implement JETP commitments.

2. Develop a work plan with each development partner of International Partners Group (IPG) and foreign lending partners to determine the support capabilities; study international experiences on models and methods of resource mobilization for JETP implementation.

3. Lead and coordinate with relevant agencies to negotiate and receive ODA capital, concessional loans and non-refundable ODA to support energy transition needs according to specialized regulations on management and use of ODA and concessional loans of the International Partners Groups and foreign donors.

4. Lead and coordinate with relevant ministries, sectors and agencies to develop financial mechanisms and policies to encourage the private sector to actively engage in energy transition.

5. Summarize information and report on the implementation of recommendation mobilization related to the implementation of the JETP Resource Mobilization Plan, periodically evaluate the implementation of the plans and roadmaps mentioned in the Resource Mobilization Plan, and propose adjustments (if necessary).

6. Advise in directing and operating the implementation of the Resource Mobilization Plan within the scope of functions and duties of the Ministry of Finance and other tasks assigned by the Head of the Secretariat.
